The Inspector General for the New York City School Construction Authority is a joint appointment by the New York City Department of Investigation and the New York City School Construction Authority.  

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption and serving as an independent and nonpartisan watchdog for New York City government.

The School Construction Authority (SCA) is one of the region's largest construction entities, building and modernizing school facilities for the largest school district in the nation with a Five-Year Capital Plan totaling roughly $20 Billion. The SCA’s work seeks to provide educational opportunities to NYC Public School students through the construction of innovative and dynamic spaces that foster a love of learning and a strong sense of educational community. The SCA designs and constructs safe, attractive, and environmentally sound public schools for children throughout the many communities of New York City. The SCA is dedicated to building and modernizing schools in a responsible, cost-effective manner while achieving the highest standards of excellence in safety, quality, and integrity.

The Vice President and Inspector General reports to both the Commissioner of the DOI (or the DOI Commissioner’s designee), as well as the President and CEO of the SCA.

The Office of the Inspector General’s (OIG) mission is to protect the SCA from fraud, waste, and abuse and to ensure that its employees and contractors are complying with all federal, state, and local laws as well as all SCA policies and protocols.  The OIG seeks to prevent the SCA from victimization from fraudulent schemes, racketeering, wasteful practices and all manner of crimes and misconduct perpetrated by those doing business with, as well as those employed by the SCA.

Responsibilities include:

• Oversee and manage the SCA’s Office of the Inspector General with approximately 35 staff members, including attorneys, investigators, information technology personnel, accountants, evaluators, and support personnel. 
• Oversee and manage complex and specialized investigations, both criminal and civil, into allegations of corruption, fraud, waste, official misconduct, and inefficiencies involving the SCA, its employees and contractors, consultants, and vendors. 
• Report to DOI regarding the OIG’s investigations and represent the Commissioner and DOI at meetings with federal, state and City law enforcement agencies, prosecutor’s offices and the public concerning matters relating to the OIG’s area of responsibility. 
• Draft and edit reports and memoranda regarding investigative findings, which may include recommendations to the SCA regarding eliminating corruption vulnerabilities and inefficiencies in their operation.
• Oversee and manage other areas of the OIG, including, among others, its prequalification and contract unit, which is responsible for reviewing and completing background investigations on all entities that are prequalified to do business with the SCA, as well as all contracts that the SCA awards.  
• Serve on the SCA’s Executive Staff and participates in decisions on strategic, sensitive, and long-range planning proposals by effectively utilizing critical thinking and problem-solving skills. 
• Perform other related duties and tasks as needed. 

Minimum Qualifications:

• Juris doctor, or master’s degree in criminal justice or public administration, or a related field; and
• Fifteen (15) years of substantial criminal justice/law enforcement experience; seven years must have been in a managerial or executive capacity; or
• A satisfactory combination of education and experience.
